You Can Buy These Without a Permit?!

"The wildfire that has scorched 13 square miles and destroyed dozens of homes in the hills above this scenic coastal city was apparently sparked by a power tool being used to clear brush, investigators said Sunday." [link]

So even though this tool can cause this much destruction (and at times death) we are going to allow anyone to buy one without a permit? What about special training? How about a waiting period, or a limit of only one purchase a month? I mean nobody would need to buy more than one of these a month would they?
